where are you belt ratting? in low sec? as Kodo already mentioned you can make way more isk going for DED sites. sure, you might find a commander in a belt if you're lucky that drops a tag (I think these go for around 35mil or something?) but the drop rate in DEDs is way better imo. and if you are in null just run the green anomalies for better ticks. the Ishtar surely is a very strong ship for ratting.

It is a bigger up front investment both in terms of skill points and ISK but the 60-70 million ISK ticks will make up for it. The raw DPS of a dreadnought will make you clear targeted sites in a blink, and your capital status makes you by default important enough to send a ping and drop our capital forces to save.

Average ticks are usually around the 15-20 mill mark for the Ishtar rising to 25-30 mill for the Chimera. As for PvP, the Ishtar isn't really used much in null anymore.
